According to this report: Safe Cities Index 2017: Security in a rapidly urbanising world
Saigon is at the bottom of the list according to the criteria of: digital security, health security, infrastructure security, and personal security.

I would guess it would rank low on health and infrastructure security.

Saigon is turning more into Cape Town than Bangkok. Vietnam progression is leaning into South Africa level than our neighbour Thailand. A mob society.

A new book has branded Thailand one of the world’s most dangerous tourist destinations.

Australian author John Stapleton suggests that widespread police corruption, violence and crime are all blighting a country once commonly referred to as the ‘Land of Smiles’.

In his book Thailand: Deadly Destination, Mr Stapleton attempts to expose the reputation of Thailand as a welcoming country, claiming a boom in tourism since the 1960s has created a hatred of foreigners and a ‘murderous indifference’ to the millions of tourists who flock to the country’s white-sand beaches, picturesque countryside and thriving nightlife each year.

TIME and time again, Thailand is called out as a “dangerous” tourist destination, a place where visitors are getting “injured, dying, or jailed
A recent World Economic Forum (WEF) report reinforced this position by listing Thailand as one of the world’s 20 most dangerous countries to visit among Colombia, Yemen, El Salvador, Pakistan, Ukraine and Philippines.

lol, read the chart comrade!

the safety measures different parameters, not only for violence but also internet security, health care, infrastructure, etc...

VN is probably safer than TL for personal violence. But as far as infrastructure, it has one of the highest traffic fatality rates.

Ok ,if other parameters  come into the equation, fairness would be with cities from countries as poor as Vietnam or Burma. Don't compare apples to oranges.
 Do not stop at Karachi. The chart goes beyond.

Melbourne has 2 millions less than HCMc in 2016 , add to residential population the big streams of workers from the delta going to Bien Hao every day,normal that the Vietnamese city posts more accidents.

And  not much had a driver license. Myself, I rode a kawasaki at my 14th birthday  and only pass my permit just before overseas studies!

Sure better roads  and less traffic will save some

  Infrastructure investment  in VN

Bloomberg has cited a report from the Asian Development Bank (ADB) which says that Vietnam’s public and private sector investment in infrastructure has averaged 5.7 percent of its GDP in recent years, the highest proportion among South East Asian countries, and close to China’s 6.8 percent.

Meanwhile, Indonesia and the Philippines spend less than 3 percent, while Malaysia and Thailand spend 2 percent of GDP on infrastructure.

ADB estimates that emerging economies in the region would need to invest $26 trillion through 2030 to develop their transport networks and strengthen power supply capacity.

Vietnam’s heavy investment in infrastructure development has been rewarded by its high GDP growth rates in recent years and increases in foreign direct investment (FDI).
