The US is ranked 16 least corrupted country of 180 in the corruption in the Corruption Perceptions Index reported by Transparency International. Vietnam is ranked 106. That means in America corruption isn't widespread like Vietnam.

Pho is a dish for commoners.  It should not be refined too much into an elegant dish.  The duck pho and lobster pho should be thrown out the door.
 And what's the deal with vegan pho?  Throw a cow in it or something.

I've been to Pho Binh by Night and it was pretty good.

I guess IPOs of SOEs are good in that it lets the public have a say in company matters.  It also provides transparency in financial operations.  But, there would be very few investors because the company has to make a profit and have growth.

Damen Song Cam – the story of Damen’s Vietnamese joint venture shipyard is quite a remarkable one. First of all, just take a look at the sheer speed with which it has reached its intended production capacity. The first tugs left the yard in 2014, and now, in 2017, it is able to produce 40 tugs per year. Secondly, the yard’s production portfolio allows it to have a crystal clear focus on efficiency.

“The first Damen vessels built in Vietnam were with Damen Technical Cooperation at Song Cam Shipyard back in 2003,” begins Chris Groninger, Managing Director at Damen Song Cam Shipyard. “This was a great cooperation that continued with that yard fabricating more and more vessels for us.” As the relationship between Damen and Song Cam Shipyard grew, the two companies started planning a joint venture together; one for a new dedicated outfitting yard. “We got the green light to build the new yard – to be called Damen Song Cam Shipyard – in 2013. It is 70% owned by Damen and 30% by Song Cam Shipyard.”

A son of former Da Nang chairman Tran Van Minh went abroad for master’s education on a state grant in 2008, when Minh was in office, despite his lack of qualifications, authorities have found.

Da Nang’s Department of Internal Affairs told media on Monday it had submitted a report to the municipal administration on the case of Tran Van Man, Minh’s son, regarding his overseas study using state budgets back in 2008.

According to the report, Man in 2008 was selected for a government-sponsored scheme to send 100 officials or fresh college graduates in Da Nang abroad for master’s and doctoral education.

Scholarship recipients were contractually bound to work in assigned government positions for at least ten years after completion of their respective programs.

Among the requirements for candidates was university graduation with a GPA of 8.0 out of 10 or higher.

Despite not meeting this requirement, Man was still chosen to receive the scholarship in 2008 and enrolled in a master’s program in Australia the same year.

This is just a tip of the iceberg. When I was back home a month ago, I've met countless of young people having a good degree from schools that works in low-skill jobs, because of cases like this. Not only are members of csvn bribing themselves and their familis in top positions, ordinary vietnamese with money or influence does the same.
