It could be of Saigon but not in 2012.   The slums along the Nhieu Loc-Thi Nghe  area which the author talked about  were razed in 1999.

There are probably slums in VN in the outer fringes of the cities to accommodate immigrant workers if you look harder, as immigrants are needed for the construction boom and a lack of housing.

There are specific criteria, and they are whether these homes are hooked up to electrical power and to plumbing with running water.

Another thing to consider is what is the scale? Do these neighborhoods consist of 20% of the city's population or 1%? For this you can't just look at photos that shows the same homes over and over again or to videos that only showcases a handful of individuals living in these homes. You have to look at the numbers.

3. Vietnam: 99%

1. Indonesia: 67%

I thought Peranakans were associated with wealth and power in SEA, especially in Philippines. Maybe we should ask this Bisayan maid who is probably employed by a Peranakan, who barks orders at her and forces her to clean the toilets after deliberately smearing it with his poop. She's like Cinderella who can't go to the ball, which would involve using chopsticks. Even if she was allowed to go she would scoff her face with her bare greedy hands though. Awkward.

Why would anyone cry when a slum burns down?  Would they be moved to a top notch hotel?  Or at least go home to work in the farms instead?
