If you put all of the people riding motorbikes in busses you would have a bus jam instead.  The best way to solve this is to ban all cars.  That would free up half of the space on the roads.  Cars are just for the wealth to flaunt the wealth;  other than that, cars are just like modern day oxcarts on the road.

We use them in Bergen and I recommend Vietnam to get a look at this.

It's probably better to use these Hong Kong trams to reduce space.  Also, have a tram fees based on distance traveled instead of one flat rate price, so that the people traveling one block on the tram won't feel slighted.

I personally think it could work, but not right away. When people is still reluctant to even take the bus, why should the metro be any different?
First the authorities must improve public transportation services. And when people feels things are improved, then maybe they will use it more than the bikes.

After several unloaded and technical tests, the Hanoi transport department chose to launch one final test using volunteer passengers before the BRT system’s official launch, scheduled for December 31, 2016.

Twenty-four of the fleet’s 35 buses took part in the morning and late afternoon rush hour test runs between Yen Nghia bus station in the outer district of Ha Dong and Kim Ma station in Dong Da.

The morning and afternoon journeys took 54 and 56 minutes, respectively, falling short of the designed travel time of 45 minutes for the 14.7 km route.

All streets along the Kim Ma-Yen Nghia route are currently divided to provide an exclusive lane for the BRT next to the median, in theory allowing the modern buses to move quickly along the route.

Even with these measures, the buses’ failure to meet the designed schedule is no surprise.

Throughout the course of the projects, heavy doubts have circulated that poor Vietnamese driving habits will amend themselves and drivers will avoid crossing into the restricted lanes.

These doubts were confirmed during Thursday’s test run, when BRT buses were besieged by motorbikes and cars during the after-work rush hour, as if the BRT lane divider was nonexistent.

Bad planning and rushing it when not considering the obstacles are to blame. I hope HCMC authority can learn from this. I suggest upgrading the existing bus service and infrastructure before starting the BRT in Saigon.

When the European countries were poor, they sent lots of their citizens to far off land to murder the natives and take their land or to sparsely populated areas to farm and mine and export back to the mother country.  Vietnam government, being a communist dictatorship capable of strong hand tactics, should do the same thing while it still has the power and presently growing population.  When Vietnam becomes sufficiently rich, or democratic, nobody wants to leave.  This of course helps with traffic congestion in the motherland.
