What is "cá tính"?
Gơgle translate it as "personal".

But when I hear that someone is "cá tính" what does that mean?

It means personality, individual quality, eccentricity and derives meaning from Hán Việt.  At least the modern meaning bears resemblance to the loan word.


個 性--> Tính cách-->cá tính

The Vietnamese modern meaning of cá tính comes from cá nhân and tính cách.  Some Vietnamese consider the Tính cách as more formal and upperclass but I personally prefer whatever is more modern and widely used.

What is "cá tính"?
Gơgle translate it as "personal".

But when I hear that someone is "cá tính" what does that mean?

no the word here just means individual personality or quality, does not suggest anything else unless there is an adjective that comes after to qualify and elaborate this "individual quality".  Initially the word cách refers to gendered qualities that differentiate between male and female.  My Chinese is not advanced enough to go into the history of the character and when used in Vietnamese it has a different meaning altogether.  Sometimes though the word conserves the main meaning of the loanword other times it has a completely different meaning but preserves a similar pronunciation.  Chinese has numerous dialects as you know and old Vietnamese borrowed from one of these dialects, and I am not sure which one but always assume the ones that live closest to Northern Vietnamese.  This assumption is not even quantifiably conjectural because we have Northern Chinese who settled in Vietnam for various reasons as well and contributed their own vocabulary.

So it means they have a strong personality?  Confidence?

cá tính is a compound noun not an adjective, so when it is used as an adjective it is most likely used as a slang word to reference someone with strong personality or attitude.

So, what does it mean why someone is 'cá tính'?
