Well I think you can find areas like that even in “third world” countries like Nigeria:



In fact North Korea has some very nice looking and well maintained streets but we all know the quality of life there is abysmal.



So I don’t think it’s a good measurement of how wealthy a country is.

Like in SaiGon, some streets looks more developed than others. Doesn't look so 1st world here:

Hanoi has quite a number of newly developed areas. Families that live in these areas are often wealthy.  In these areas, almost everything is significantly better (in terms of infrastructure, facilities, human capital, etc.), bigger and modern. The schools are better , the teachers are better,  the hospitals are better, the doctors are better (they hire a lot of good teachers, doctors; of those, some are from developed countries); the air, the streets and the environment are a lot cleaner, etc... There are many world-famous / high-end brands (from developed countries) here that you can eat or shop at; many foreign business people live here. So kids who grow up here (should) have significantly higher HDI, better education, better health, longer lifespans, etc.

Of course, VN as whole is still not there yet. A lot more people will get to live like this as well when VN becomes a developed country.

I've been to Saigon so yeah, most streets are small and not very well maintained. However, I did notice less trash on the street to the point it was reasonable acceptable.

their priority is strange.  Build very tall skyscraaper malls first that people can´t afford, then build the parking space for cars that few people have, then build the roads which everyone can use.

only in touristy areas.  Yes, one of the things I noticed in more recent travels is less trash.  However, all the rivers are heavily polluted even in upscale areas.

I've been to Saigon so yeah, most streets are small and not very well maintained. However, I did notice less trash on the street to the point it was reasonable acceptable.
