Republic of Vietnam was fighting a war and lasted for only 20 years and we won a lot of medals as well.  Vietnamese people have always punched above our weight in both intellectual and athletic performance.  The commie ruled cesspool we have today is the reason you see Vietnamese people celebrating for beating Laos and Indonesia.  The standards on our people have been lowered so  much that even poor than Alabamans people of South Korea are looked upon like godlike creatures.

In the past, Singapore, Malaysia and Thailand were often at the top. Back then not many countries participated:

Seagames is still kind of amateurish. Like almost all the host countries would try to include the sports they are good at to win the most medals they possibly can. The referees/judges are often biased / on the host's side.

Cambodia had the good years back then (1965, 1971 and 1973).
