Vespa has three factories worldwide, one on Italy, India and VN.  These are the three biggest markets for scooters.  Vespas made in VN is also exported to other surrounding countries.

I think it's better for Vietnamese to own Vespas to showcase their riches instead of owning cars.  Cars make you look more snobby.  Vespas make you much more stylish.
